One of the most addicting God Games of all time is made even more so through the liberal use of mods.

The top-down perspective is what really helps any prospective modder as, by its nature, the graphics are not as detailed as the other games on this list. As such, you can technically put in anything you want, and alter to your heart's content.

Mods such as Ingame Editor are mandatory for the serious modder, and for the immersion enthusiast, there are mods like R.E.D which realistically scale your military units. There's even a mod to transform the entire world into that of The Elder Scrolls, complete with religions, civilizations, races, and everything else you need to make a proper Elder Scrolls God Game.

Civilization V is some of the most fun you can have playing god in a video game, and modding just makes it even better by expanding that world into whatever madcap nonsense you please.
