7. Scarecrow (Batman Arkham Asylum)
Honestly, it would be very easy to stick a lot of Batman villains into this spot, and I could easily make a case for each of them. Hugo Strange's voice in your ear, haunting and taunting you. The Joker and everything that he does. Even Killer Croc and his massive size in the sewers. In the end, I chose Scarecrow because his sequences are probably the most scared I've felt in a Batman game. Even on my second playthrough, the fear was still there as much as it was the first time, and how could it not be? The Scarecrow;s effect comes from a fear toxin that brings his opponents' worst fears to light. In this case, it is Batman and the death of his parents. Being forced to open those body bags to see Batman's dead parents was something I could not bring myself to do, and I even went as far as to search for a work around, even though I knew what I really had to do. Scarecrow's sequence is probably in the top 3 of my most memorable Batman video game moments, and a character whose job it is to induce fear deserves to be on this list more than anyone. On a side note, Scarecrow is also one of my favorite villains in any universe, and I really wish he would've been utilized more in the Nolan Batman trilogy.
