Both the big players at the start of the current generation promised that players would be able to download a game and access parts of it before the download was complete. The player would choose which parts to prioritize, allowing us to be playing with people across the world while the rest of the game downloaded.

What actually happened was that we could start most games before they'd finished downloading, and then sit at the start screen waiting for it to finish downloading before we could actually play the game. It was not what we were promised.

Bringing in modular downloads would fix this problem immediately, as well as some storage problems. Different language packs could be uploaded for a game, with only the one that our console settings define being downloaded for us.

Likewise, different graphical resolutions could be called by the console depending on what hardware is connected and the preferences of the player. And core gameplay elements could be included in the first pack you download.

This should all happen in the background, with the player simply clicking the game they want to install and the console selecting the files based on the console settings.
