4. Raul Menendez - Call Of Duty: Black Ops 2
Over-saturated it may be, but the Call of Duty series has had its share of excellent campaigns and Black Ops 2 stands in the upper echelon.
As arguably the best villain in the long running franchise, Raul Menendez is driven entirely by rage and hatred, promising swift, bloody revenge on the United States for what they did to his sister decades earlier. As you play through Black Ops 2's campaign, you'll quickly learn just how sadistic he can be.
After losing an eye in an assassination attempt, Menendez develops a bloodlust when his sister Josefina is severely injured by Frank Woods in a grenade explosion. He quickly proves himself an expert in misdirection and subterfuge; having captured Jason Hudson, he later tricks Woods into murdering his comrade Alex Mason.
As the 1980s portion of the story comes to an end, the villain has brutalised every soldier who wronged him and plans to do the same to the western world three decades later.
Menendez is one of the most brutal antagonists in any first-person-shooter, unrelenting and merciless in his search for revenge. By sparing Frank Woods, he condemns the soldier to a life of psychological trauma and regret, only emphasising the enemy's ruthless hatred.
