Arguably, Kane got dragged deep into a mess he's trying his best to get out of. However, alongside that he was shackled to Lynch, a paranoid schizophrenic who has violent episodes. Like, really violent episodes. Lynch is initially working for the people after Kane, The 7, as some kind of overwatch, informant keeping an eye on things

As the games progress, Lynch is betrayed, Kane is betrayed, everyone gets betrayed. The money isn't where it's supposed to be, they're flying all around the world, killing hundreds of people. This includes police officers, as well as taking hostages in a bank robbery. Kane is a family man, though, surely he's not as bad as The 7?

Well, that might have been the case if he wasn't already deep in a life of murderous crime. On top of that, Lynch could be argued as Kane's responsibility and considering he kills the group of aforementioned hostages when robbing a bank, that's on both of them.

Brutal, stone cold murder is why these two make our list.
