By all means, the Belt of Free Action should be a super useful item. It allows players who use it to cure paralysis, which is an especially troublesome status effect that prevents you from moving.

However, there is one issue with all this. This is none other than the fact that you can't cast things while paralysed, so you're actually unable to use the belt for its one purpose.

While you could say this was an accident, there are plenty of other items in the game that intentionally sabotage their own use - like the Boots of Blinding Speed, which give you incredible speed, but also blinds you unless you dispell the whole "blind" thing, which is its own adventure.

As such, the belt is almost definitely meant to mess with you, and probably will unless you connect the easy-to-miss dots. It's kind of cool though - as, were a world like the one in the Elder Scrolls games to exist, there'd definitely be plenty of artefacts that are totally useless in it.
