7. Officer Tenpenny - Grand Theft Auto: San Andreas
In many ways, Officer Frank Tenpenny perfectly illustrates the extreme nature of Grand Theft Auto. He is a man who has sworn to protect and serve the innocent but would rather abuse his position for his own gain. Tenpenny heads the C.R.A.S.H unit, a section of the San Andreas forces which is supposed to combat street gangs and violence. Instead, Tenpenny uses his knowledge of the gangs in the land to force them to surrender some of their profits to him, controlling the gang war to benefit himself. Tenpenny's web of corruption eventually turns him paranoid and he begins to eliminate those that could be used as witnesses against him in court, with the help of protagonist CJ. There's little redemption for the character; every appearance he makes throughout the game reminds the player just how scummy he is. Sure he couldn't save the whole world, but it's fairly obvious how Tenpenny could have helped make it a better place. His insider knowledge of the gangs in San Andreas would undoubtedly have helped bring about the end of the conflict and therefore, save countless innocent lives. Sadly, by the time the player arrives in San Andreas, Tenpenny's corrupt mindset has irreversibly damaged the world; only his death, right at the game's climax, can help mend some of the madness he'd created.
