6. Frank Fontaine - Bioshock
Andrew Ryan's underwater utopia, Rapture, was supposed to be a haven for the intellectual and the driven, free from corruption and censorship. Instead, Ryan's top-heavy class system and free market society created a huge divide between the wealthy and the poor. Frank Fontaine stepped in to help bridge this gap. He created charity programs to help Rapture's poor and built orphanages to house the orphaned children of the city. On the surface, Fontaine strived to help the needy and poor survive. Really though, Fontaine was a businessman through and through. He had learned of a substance called ADAM which had incredible medicinal properties and naturally, like all evil business-types he wanted to profit from this discovery as much as possible. His charity exploits were designed to make himself appear innocent and noble. He turned the orphans he had housed in ADAM producing monsters known as Little Sisters while also turning the poor into an army which he could use to attack his arch-nemesis Ryan. Fontaine's intentions were always selfish and somewhat evil from the get-go but he clearly had the power to do good within Rapture. Ryan's society only benefited the elite, leaving the unfortunate to starve and die. Fontaine had the ability to aid and save Rapture's poor; instead, he used them as weapons in his own personal feud.
