4. Ridley (Metroid Series)
It's easy to forget, sometimes, that this screeching dragon-man is also the military leader of the Space Pirates, a species of aliens that have been hounding bounty hunter Samus Aran since the beginning of her career.
Ridley's schemes usually revolve around the capture and reproduction of Metroids--powerful parasitic aliens sought after for for their application as bio-weapons. Although, we can only surmise this by scenes of him stealing Metroids, as he sounds like you'd expect a giant-pterodactyl-dragon-man to sound: like a screaming parrot.
It's hard not to wonder how, exactly, he communicates orders to his Space Pirate troops. Does he just take off squawking and they follow behind?
Whatever the case, they seem to revere him enough to keep reviving him via bio-engineering, cybernetic enhancement, and even cloning. It's also hard not to wonder why that is, considering he hasn't won a single battle against Samus.
