9. Middle-Earth: Shadow Of Mordor
While it's been recognised as one of the greatest licensed releases ever, Shadow of Mordor suffers from some rather substantial flaws that stop it from being the best Lord of the Rings game to date.
Bringing interesting new ideas to the table like the lauded nemesis system, the title definitely had an edge to it, but not all the features were realised as well as they could have been.
The main campaign in particular was pretty bland with no real memorable missions or beats that made it essential to the experience. If anything, the story quests dragged the whole game down, funnelling players into repetitive scenarios and taking away their freedom to do whatever they wanted.
There's nothing you can get out of Shadow of Mordor that can't be gained after spending only a couple of hours completing side missions and raiding Orc camps in free-roam, and once you've got a handle on how the core gameplay loop works, there's not much else to see.
