16. The Budget Is Too Small - Shenmue III

Why It Might Suck: Though Shenmue creator Yu Suzuki has been evasive about disclosing Shenmue III's total budget, it's safe to say that it won't cost anywhere near as much as the original game's estimated $70 million.
Considering how development costs have soared since the original game released almost 20 years ago, Shenmue III's decidedly lower price tag is clearly indicative of a game being made "on a budget", and to that end, it's entirely possible Suzuki's ambition will ultimately exceed his ability to satisfyingly execute his vision at this price point.
Those dodgy facial animations aren't exactly encouraging, even if Suzuki insists they'll be fixed for the final game.
Why It Might Not: Money isn't everything, as the indie boom of the last five-or-so years has decisively proven, and without having Sega breathing down his neck, it's entirely possible he'll be able to make his smaller budget stretch much further.
