15. Street Fighter IV - Seth
Capcom didn't bring their A game when they designed Seth - he's got to be, by a large margin, the most lazily designed final boss of a Street Fighter title ever. Especially so, considering he follows the likes of M. Bison and Akuma. Having a Street Fighter boss appear on a list such as this is as surprising as the sky being blue, but that doesn't mean that we should all just accept Seth's cheapness. Why it's unfair: Well, that's easy. Seth is basically every type of character combined into one, which means he has no inherent weakness but all the strengths of every type. He can throw projectiles, so staying at a distance is a big no no. You'd think that would mean you should get in close to the overgrown Smurf and trap him in a corner, but nope. If you do that, he can just use some Zangief-style grapple moves and deplete your health even faster than spamming projectiles at you. Oh, and don't forget that he also has the ability to teleport at will, meaning that you're literally never in a safe place regardless of your position. Seth isn't the cheapest fighting game boss in gaming, but he's certainly up there.
