20. The Legend Of Zelda: Majora's Mask
The Legend of Zelda: Majora's Mask is one of very few games on this list (the only game, perhaps) that wasn't intentionally designed as a "horror game." Still, from the moment you popped this thing into your N64, it was made clear that certain aspects were a little off. Majora's Mask is undoubtably a Zelda game, of course, but it's also an entry in the franchise of the bizarro world nature.
It's almost as if the developers gave David Lynch free reign on the story. Quite simply, there's something "not quite right" about it. From the moment the game starts, then, it's drenched in a strange, uncomfortable atmosphere - one not really apparent in any Zelda game prior to this one.
Then we find out that the moon - an evil, demented face in the sky, like something out of a Studio Ghibli film - is set to crash to Earth in three days, and hero Link has limited time to prevent the apocalypse. So whereas Majora's Mask isn't exactly scary because things are jumping out at you, the premise and the tone ensured an uneasy, restless experience. Spooky.
