15. Mr. House - Fallout: New Vegas
Mr. House is the technocratic dictator who rules the titular city in Fallout: New Vegas, enlisting the player character to deliver him the Platinum Chip, which will allow him to upgrade his Securitron robot army and mop the floor with both the NCR and Caesar's Legion factions.
In addition to ruling over the Mojave uncontested, he had grand ambitions for New Vegas to become the economic cornerstone of the Wasteland and hoped for humanity to do more than merely eke out a post-apocalyptic survival - he wanted humanity to thrive once again and eventually colonise space.
And honestly, as concerning as it is for one person to hoard as much money and power as Mr. House does, he is basically the smartest living person in the Wasteland and the only one really striving to truly rebuild society in any tangible way.
Now in fairness, House can win depending on which ending you choose, but without New Vegas having a concrete canon ending, it's no sure thing.
