From 1920-30, the United States underwent an era of prohibition. It marked an incredible time period of underground criminals, corrupt police, and a true social divide. It marked the first such civilised divide following the wild west days.

All too often, prohibition is boiled down to the oversimplification that the government simply wanted to ban alcohol. In reality, the movement started with women, whose husbands were drinking their entire wages after hard days at work, and thus making it very difficult to provide for the family. Not to mention, the men would often drunkenly beat and rape the women. Beyond that however, the act was implemented to invoke an era of nobility; one in which men would be healthier and nicer, as well as reduce tax burdens, and inspire a period of civility and prosperity. It didn't quite work out.

Gangsters rose to prominence, most notably Al Capone in Chicago, and began paying-off cops to ignore the speakeasys that were popping-up all over the country to supply alcohol and debauchery. You can see already how well that would translate to a modern video game, whether you're a cop or gangster. It's a massively overlooked time-period in gaming and media in general.
