8. Gotham Central

Gotham Central is everything Fox's Gotham should have been and then some, and whilst a game focusing on Greg Rucka and co.'s seminal writings on the GCPD may seem like an odd departure for the Arkham series at first, it would have the potential to utterly eclipse all of its predecessors. The GCPD is perhaps the second most prominent force in the Arkham Mythos next to Batman himself, but apart from Gordon and a brief appearance from Bullock, the force hasn't been given nearly enough attention. As it stands, this is such a massive waste of potential, as spending more time with these officers would provide an entirely different view of the Gotham landscape - a street level view, unobscured by righteous notions of vigilantism or an infinite budget to draw from. Their job is to police one of the most extraordinary cities in the DC Universe, and providing that human element - one often lost in translation with Rocksteady's Batman - would really help elevate the emotional gravitas to be had in these titles. There would of course be a mystery element to such a title as well, which again, is something the Arkham series really needs to recapture once more.
