4. A Completely Different Set Of Villains
Continuing from the idea of writing an overarching story without the Joker, we need some much deeper cuts when it comes to the villain pool. Arkham Knight stretched as far as the twisted Professor Pyg, but for the most part it was business as usual.
The leak mentions that WB Montreal are looking to include "Maxie Zeus, Dollmaker, Killer Moth, Anarky, Two-Face, Blockbuster, Ventriloquist, Cornelius Stirk, Tweedledee & Tweedledum, Dusan al Ghul, Mad Monk, Dala and The Riddler", meaning only a handful crossover from before (Anarky, Two-Face and Riddler), yet the likes of Dusan could allow Batman's relationship eith the al Ghuls to be explored far more.
In Arkham City, we see that Bruce has more than a fondness for Talia al Ghul, going so far as to choose saving her over Gotham itself, yet this affection comes out of nowhere, isn't explained and never comes up again. Not even in the Ra's al Ghul portion of Arkham Knight's Season of Infamy DLC.
Being Insurgency could be a prequel, there's a lot to be explained or highlighted that even the original trilogy essentially side-stepped for the sake of maintaining pace.
