7. Commissioner Gordon

Long time ally of both Batman and Bruce Wayne, Commissioner James Gordon has been there from the beginning; one of the few constants in Bruce’s tumultuous life.

He has also been a staple of the Arkham gaming franchise, appearing heavily in every previous entry in the beloved series.

Making Gordon a playable character in the forthcoming title, even just for a single sequence, opens up a wealth of gameplay possibilities.

First and foremost, some incarnation of the 3rd person cover shooter genre is an absolute must.

Whether playing out on the blood-slicked streets of Gotham, taking out gangs of nameless henchmen and assorted goons, or in a more controlled, boss-fight environment exchanging fire with Onomatopoeia or Deadshot, cover shooter sections would provide a refreshing spin on the Arkham formula.

Replace Batman’s gadgets with GCPD issue weapons and grenades rather than Batarangs and Smoke pellets, and the familiar, twitch gameplay element can remain in place despite the differences in character profile.

Gordon could also use his experience to piece together crime scene information and solve crimes by putting a fun spin on Batman’s detective mode - his Cop’s Hunch.

Frankly, there’s enough scope here for Rocksteady to develop an entire Gordon-centric spinoff game in its own right, so making him playable in Legacy would be a great place to start.
