2. The Riddler

The Riddler (Edward Nygma) has been a mainstay of DC video games. Appearing in over a dozen games, he's rarely given a similar boss status as the rest of this list. In the case of the Arkham series, Riddler is never the big bad, but has the largest overarching story of any other villain. Nygma doesnt operate in the open, but rather lurks behind the scenes, creating enough challenges and riddles to keep the player occupied way after the primary game is complete. Simply from the standpoint of volume, Riddler offers more gameplay than any other villain in the series. In City specifically, we see Riddler at his best, where aside from leaving a ton of trophies for Batman to find, Riddler's "Enigma Conundrum" is the best of the side missions. Forcing Batman to find trophies and solve riddles to rescue EMTs from death traps (while goading and taunting him along the way), it ends in a very satisfying payoff when you finally catch up to him.
