3. The Penguin
While Penguin is only referred to in Asylum, it is in City where he earns his spot in the hierarchy of Arkham villainy. The redesign of the cockney Cobblepot with the Coke bottle monocle is wonderful update to the character. Despite not being the main baddie, Penguin has a hand in the major illegal operations within Arkham City. From his capture of Victor Fries to his use of the museum to display "trophies", Penguin really comes across as a ruthless crime-lord who is not to be trifled with. In Origins and Origins: Blackgate, a younger Penguin is the primary weapons dealer in Gotham, with his gun shop/fight club ship, "The Final Offer" being a well-developed and fun part of the game. From the looks of things Penguin is set to return as a major character in Arkham Knight, where he will surely provide a large portion of the storyline. He may be a little man, but he's a big player in the Arkham universe.
