6. Kite Man
Kite Man is a joke. This isn't an insult, it's just the intended effect of the character. He is not supposed to be taken seriously at all. Rather, he's a stark contrast to the terrifying, lethal villains Batman is traditionally fighting.
Kite Man would provide some much-needed comedic relief to the upcoming game. His iconic "Kite Man, hell yeah" line would almost certainly be included, which would probably be one of the funniest moments in the game. However, he can actually have a surprising amount of depth when he's handled properly.
The recent Batman comic series turned Kite Man from a character who existed solely for laughs into a deeply sympathetic and depressing character. He was given a tragic backstory involving the death of his child at the hands of The Riddler, a man he would later end up being forced into working with. The series still understood how ridiculous the character was, providing many funny moments involving him, but it took him from just being a joke and turned him into one of Batman's most humanized villains ever.
Whether the upcoming game simply includes Kite Man as a joke or explores his upsetting past on screen, he is a character who definitely would be a welcome addition to the cast. He is a very different kind of character from anyone we've ever seen in the series, and that's exciting.
