5. She-Bat
Francine Langstrom is the wife of Kirk Langstrom, A.K.A. Man-Bat, one of Batman's scariest villains. Man-Bat was finally included in the series in Arkham Knight, and his side mission contains what are likely some of the most terrifying moments in the whole series. Purely animalistic, he was a kind of villain that Batman had not yet faced.
Francine was included in Arkham Knight as well, but not as She-Bat. At first it seemed as if she had been killed by her husband following his transformation, however this was later proven false. After Man-Bat is apprehended, Francine's body goes missing. The message "Forever, My Love" is painted on a shattered television in blood after she's gone. While Batman thought she had been killed, she had actually been infected by Man-Bat.
She-Bat is already out there somewhere, and it only makes sense for that loose end to be paid off in the next game. Man-Bat was a truly horrifying villain, and including a similar villain like She-Bat would be just as frightening. If perhaps Man-Bat were to return as well, it would be amazing to fight both him and She-Bat at the same time. That would be a very dangerous and challenging fight for Batman, and provide a thrilling scene for players.
