8. Office Frank Tenpenny (GTA: San Andreas)
The main antagonist of San Andreas, Office Frank Tenpenny is a deeply corrupt cop who frequently becomes CJ's foil throughout the game, and given its setting in the Los Angeles-esque Los Santos, this is clearly Rockstar commenting on the infamous corruption scandals that plagued the LAPD in the 1990s. Tenpenny is a vicious criminal all in his own right, who threatens to set CJ up for the murder of a police officer unless he helps him out. Even though he's voiced by the eminently likable Samuel L. Jackson, Jackson manages to make Tenpenny a thoroughly detestable douchebag, one who we can't help but savour killing in the final mission of the game. Adding to the satisfaction, it is reported on the radio following the final mission that Tenpenny's corpse is later mutilated and then stripped by the homeless. Just desserts? You bet.
