2. Hammerfell
Like Morrowind, Hammerfell has been the setting of a game already - The Elder Scrolls II: Daggerfall. However ESII is rather old and no-where near as popular as ESIII, so there'd be less criticism to this than another game set in Morrowind.
Hammerfell is a huge and varied location, with mountain ranges, the famous Alik'r Desert and several significant islands. It's also the home of the human race Redguards, who seceded from the Empire. In many ways, it's very similar to Skyrim.
The region is particularly interesting for its differences to previous Elder Scrolls setting, especially in terms of geography - a desert is a striking departure from the various grasslands and forests of ESIV and ESV, and would give Bethesda the opportunity to experiment in game mechanics regarding exploration. Fallout 4’s Glowing Sea had potential, and if Bethesda took the eerie and lonely atmosphere it had and translated it into the desert, they’d have made something unique.
Hammerfell would likely be the logical choice for ESVI - if it wasn't for the fact that there is one location particularly topical in the lore of the series...
