1. Summerset Isles
If the player sides with Ulfric Stormcloak at the end of the civil war quest line of ESV, in his victory speech he warns of the dangers of the Aldmeri Dominion and their attempts to take over Tamriel. Their influence is present in the universe’s lore, particularly in ESV after a Great War between them and the Empire, and it is likely another major war is on its way.
The Summerset Isles are the homelands of the Aldmeri Dominion, making it the most lore-relevant place to set a game. Instead of being on the front line of another world-ending event, which is what happens in nearly every ES game, the player would be behind it, understanding how this powerful nation functions and what drives it to destroy the Empire.
On top of that the Isles would make for varied gameplay - they each have different functions and settings, from port towns to huge ruins to islands plagued by perpetual storms. Bethesda are at their best when they’re using the land to tell stories or create adventures, and the Isles would provide the potential for them to do just that.
Bethesda being Bethesda, they're likely to choose a location so out-of-the-blue that we don't see it coming. But each of these options would bring with them interesting locations and a ton of lore, so here's to hoping that the game is announced at E3 this year!
