5. Ulysses
As one of the most politically-inclined NPCs players would meet in Fallout: New Vegas, Ulysses is certainly one of the game's most memorable characters. Ulysses was meant to be one of the seven couriers tasked with delivering one of the strange packages to the Strip, but a mysterious disappearance left him absent and the player protagonist became 'The Courier'. This in turn leaves Ulysses furious with the player, and pushes him on as one of the game's main antagonists. While many players will have ultimately opted to kill him in New Vegas' finale, a few options left him alive and some even allowed for him to become an ally to the player in post-game wanderings. Ulysses could feature again in Fallout 4 if Bethesda choose to rely on the peaceful resolutions to his conflict with the player, and he'd be a welcome addition to that world. His ruthless willingness to survive at all costs and to reclaim his pride after losing so much make him a sympathetic character for the wasteland. His anger and frustration at his constant misfortunes cast him as the archetypal 'bitter war veteran' made popular in American films about post-war culture, but his attitude suits Fallout's grim wasteland perfectly. While the game has many light-hearted and humorous moments, it's truly a tale of despair, and Ulysses is a character who captures that essence.
