3. Settlement Building
Of course this divisive mechanic is back, and has been translated to a multiplayer functionality.
There aren't particular settlement locations like in Fallout 4, but you can build your bases wherever on the map you want - and can then move them, according to Todd Howard.
Settlements now have actual functions and reasons to exist - we've seen a machine that creates caps, and newer creations provide a lot more defense from the monsters of the wasteland (including the other players). Mind you, a scorchbeast enemy levels a wind turbine in one attack, showing that settlements are vulnerable.
The mechanics make the game seem very similar to Rust, a DayZ style post-apocalypse survival simulator with emphasis on creating and defending bases.
