Why Fans Would Love It
Who wouldn’t want more leagues to play with? More leagues means more teams, more players and more options to choose from when starting Career Mode. And by making them available as downloadable content after the initial game launch, it would give the developers more time to get licenses and work out player stats, and would give EA another revenue stream alongside Ultimate Team.
The game would come with the standard leagues like La Liga and Serie A, but fans of the Welsh Premier League or the Indian Super League would have the option to buy these leagues separately, as there would never be enough interest in these leagues to justify their inclusion in the base game.
Why It Will Never Happen
For the same reason the standard FIFA games never include all 200+ national sides; beacuse they can stick them in another game. If every FIFA game included all the international teams, EA would never be able to sell their World Cup games every four years.
So why would they release new leagues as DLC when they can use these new leagues as selling points for next year’s release? Also, the cost of developing these new leagues would probably end up being more than they would make back from selling them as extra content.
