We don't see much of Reeve other than a few shots of him with other Shinra employees. Mainly we hear from him as he's controlling Cait Sith. His choice to admit himself as a spy and decide to do what's best for the planet gives him a little bit of brownie points.

Obviously being an NPC who turns out to be a playable character (kind of) would make him helpful in aiding your quest to save the world. But the puppet in his control just isn't that useful.

Reeve has more of an impact on the story than it seems, as he's one of the only corporate guys who's actions actually help save the world. He saves the day in the Temple of the Ancients, warns the party about the use of Sister Ray, and helps to save the people of Midgar before meteor comes.

Ranked just above his puppet, we see that he tries to be a reasonable person even while employed by Shinra. He does everything in his power to stand up for the people of Midgar.
