16. Elena
The newest member of the Turks, Elena shows her inexperience often. She reveals too much to the party with her chatty personality and gets herself captured by Don Corneo while on vacation. She's got the look to fit in with the Turks, a stylish hair-do and professional suit...don't mind that she has a crush on her boss.
She will only be a foe in battle once in the story, and if you saved her in Wutai, it will let you opt out of fighting her at all. In battle, she mostly takes a back seat to Rude & Reno. She'll never be encountered without another member of the Turks. She's mostly just there for added dialog and exposition.
She shows up in the Mythrill Mine, The Temple of the Ancients, and later in Midgar. If it wasn't for her part in the Wutai quest, her rank would be even lower. She seems nice, and tries hard to get approval from her boss.
Elena is a mostly forgettable character who never really gets to stand out in her own group, let alone the rest of the game.
