Transfer Budget: £23.1m, Available Wages: £16k

Ukrainian title-challengers Shakhtar are as wealthy as ever this year, though there's little wiggle room within their tight wage budget. This may mean shipping part of the club's Brazilian contingent (which stands at 7 players) to pay incoming wages, but Shakhtar aren't short of transfer funds.

Their buying power is somewhat compromised by the Ukrainian league's restrictions. Though not as crippling as China's rules, Ukrainian sides can only field a maximum of seven foreign players in their matchday squad. Shakhtar currently have 10 on their books, and most are already among the club's best players.
