3. A More Lively World

Grand Theft Auto came out just before open world games began to appear in every single franchise publishers could cram them into, and because of that, it manages to avoid many of the trappings many modern open world games fall into. Forcing the player to clear out towers and bases in order to show up new areas of the map is done in practically every open world game except GTA.

However while, GTA V managed to hold some things over its successors, there are some areas its world is noticeably lacking.

Adding more NPCs is a must for Rockstar. GTA V's Los Santos never feels empty by any means, but it never feels like a virtual recreation of Los Angeles should. Obviously we don't want the city to be completely rammed with traffic (those crazy police chases aren't going to happen by themselves) there is certainly room for Rockstar to tip the balance back towards a more heavily populated area.

Furthermore, Rockstar should look to bring over Red Dead Redemption 2's style of interaction with other pedestrians. In that game, you could actively choose how you wanted to speak to someone, and change your approach based on how the situation develops, whereas in GTA V all you can really do is shout a one liner before either wandering off or shooting.

It might require paying for a couple more actors, but it would help make Los Santos a more fun place to just walk around and take in between all the heists and the shootouts.
