7. Steve Haines

Steve Haines is the perfect villainous creep, which is odd because he's actually one of the good guys. Haines is an FIB agent, who pretty much forces Michael, Trevor and Franklin to do his dirty work so he doesn't have to. As the things he needs done slowly escalate, it is clear that Steve Haines is as maniacal as he is weak. Haines acts the tough guy and is as cocky as they come. He takes an instant dislike to Michael in particular, and constantly reminds our trio that he is the one calling the shots. The threat of the FIB is one that lasts out most of GTA V's campaign, and Michael's tangled history with them is one of the game's intrigues. Along with a much more subdued and agreeable man called Dave, Haines endeavours to keep the group under his thumb for as long as possible. And by the end, it seems like it can only end badly. Steve Haines may seem like your stereotypical bent cop, but he's a lot more dangerous than that.
