How: A cameo.
Save a few rare exceptions, the worlds that Sora, Donald, and Goofy tend to visit give players the chance to fight alongside their spotlighted protagonist, from Aladdin to Jack Skellington, to Mulan and beyond. In all these cases, the latest party member is more than combat-ready and physically capable of helping the group take down Heartless, something that can't really be said for WALL-E (or EVE, for that matter).
Though the trash-riddled wasteland of Earth could provide some stellar visuals and Auto's efforts aboard the Axiom would make for a cool conflict, a WALL-E world would have to push its main hero to the side, which would be a waste when he could have an active but minor role elsewhere in the game, like assisting the characters of Radiant Garden. And when things go south, the little robot could help save the day, giving him the opportunity to shine in a way befitting the character.
