2. Electro
Max Dillon, the classic Spider-Man villain. Electro's electric powers can do a lot of damage with short-range lock-on electric discharge, much like Moira’s alternative fire of the Biotic Grasp, granting him health as he damages as well.
Using Echo’s Flight and Glide, Electro could float around and with his innate electrical abilities, dash around the map for better positioning before releasing Rivals’ version of Sombra’s EMP, knocking out enemy equipment and abilities for a short duration.
