9. The Batarian Gearhead

Across all four games, Bioware has never allowed players to recruit a Batarian. Even during Mass Effect 3, where the entire galaxy pulled their resources together, Batarains weren't recruitable. Though considering Human/Batarian hostilities, it's not surprising from an in-universe perspective.

Players would have been tasked with hunting down a "Batarian Terrorist", no doubt using prejudices built on the ramifications from the Bring Down the Sky DLC. Much to Shepard's surprise, the "terrorist" would be a socially awkward, geeky tech expert. His skills would be unmatched, but the conflict would derive from his peaceful nature and need for a quiet life.

He would be an engaging character to recruit as he could have gone down one of two ways. Either he would have started as a reluctant soldier before growing and becoming a reliable member of the team. Or he would have acted as support staff and would have been integral to integrating the Normandy's upgrades.
