Regan MacNeil/Pazuzu's inclusion is a probability due to the simple fact that, unlike a lot of characters on this list, Warner Brothers, NetherRealm's parent company, actually own the rights to her. With all the horror icons that have previously been discussed as potential guest fighters; how can they not consider one of cinema's most iconic supernatural villains? Special Moves: Pazuzu is King of the Wind Demons so the developers could give this character some wind based powers; but Locusts were what he terrorized Africa with and, alongside strength, mind control and projectile vomiting, could easily be implemented as Mortal Kombat specials. "FINISH HIM!" NetherRealm has options here. If they choose to play off of established classic Fatalities; twisting an opponent's head around repeatedly then ripping it off or using vomit to melt the skin off could work well. If the studio wanted to get creative and possibly court some controversy; then using Pazuzu's wind powers to hold an opponent mid-air in a crucifixion pose then pulling them apart would be a strong piece of imagery that would sit well with this character.
