The Mavs have one of the highest payrolls in the NBA. Their third highest-paid player is Wesley Matthews, who is to make $53M over the next 3 years. His skills don't validate that high salary though, especially since J.J. Barrera and Seth Curry are able to shoot the ball as well.
Instead, Dallas needs big bodies to rebound the ball and score in the inside. Hence it's reasonable to make a move for Favors.
Also, $35M/2 looks worse than $23M/2. In Favors you get a power forward/center that's 5 years younger and just better than the player you're trading away.
