Why it makes sense:
One way to improve the Magic is to dump Bismack's Biyombo large contract and hope for the best in free agency, but this trade makes the team better sooner.
Grant is more organized than Payton, and his shooting from distance will be appreciated in a team filled with athletic players.
Payton doesn't also improve the Bulls so much that their pick will be worthless. They're still going to be pretty bad, so a top 10, maybe even top 5 pick won't hurt. Losing that 2020 1st round pick is the price you got to pay for a quicker improvement.
