As discussed in the Kaiden entry, it is possible to leave her behind on Virmire. But given the majority of players choose to save her, it doesn’t drag her down anywhere near as much as it does Kaiden.
If you, like most players, keep her with you, you’ll see some decent development. She starts off quite fiercely xenophobic in the first game, slowly coming around; mainly through admiration of squadmates Wrex, Garrus and Tali. Though she’s only in ME2 briefly, we see that development pay dividends in ME3 when she returns to the crew with her Ashley Jolie makeover.
However, her religious beliefs and family history in the Alliance are both built up then don’t really go anywhere special. It could be argued her history is at the root of her xenophobia, but it might have been effective to see foes weaponise her past more.
Also, from a narrative perspective it feels like Miranda is a better fit for Shep’s crew in ME3, having turned her back on Cerberus with the ending of 2. This clearly couldn’t happen because BioWare wanted to reuse the Ashley/Kaiden dilemma from the first game, but still.
