7. Train Robbing
The presence of trains online seems to be a mocking addition by Rockstar. The only utility of them is to ride slowly on a strict track and blow the whistle. Unless on with a group of role-players, there is no point in boarding these locomotives.
Whenever you needed some quick cash in singleplayer you could ride alongside a train, jump to a cart and rob people at gunpoint. This gave something fun and rewarding for players to do; and it felt rather cool too. Although admittedly putting the balance of the economy in danger if abused, train robberies are needed.
A timer preventing repeated robberies could be added; or there could be a train robbery freemode event that triggers every hour or two. There is a number of ways that this activity could be easily balanced in order for it not to be considered game-breaking.
Players could be pitted against each other in order to claim the bounty, or they could work together for a less challenging experience. The honour system could come into play and have a significant impact here; with the trustworthiness of individuals being clearly displayed somewhere so you know who to keep an eye on.
