3. Strawberry
For a city that offers the player next to nothing in terms of interactive activity - it has no saloons, no bank, no train station, etc. - Strawberry is really, REALLY damn endearing.
It's hard to pin down exactly why Strawberry is so memorable. Could it be that it's in Strawberry where you're forced to save Micah Bell, the person you - the player, not Arthur - hate the most in the entirety of human existence? Maybe.
Or maybe it's because Strawberry is absolutely perfect. Seriously, it's arguably the most beautiful town in the game.
It's an idyllic mountain community, complete with a quaint little stream with a humble waterfall running through the middle of town. A sluice hangs overhead, a reminder of Strawberry's humble gold mining operations. The rustic wooden hotels couldn't be more inviting.
NPC dialogue indicates that Strawberry's mayor wants to turn it into a resort town, and honestly, who WOULDN'T want to stay there? You can't get much cuter, quieter, and more charming than Strawberry.
