Okay, so Chicago isn't exactly a "western" city. Illinois isn't the first thing that comes to mind when you hear "cowboys and outlaws". But you know what else isn't a "western" city? New Orleans, upon which Saint Denis was very clearly based.

It seems likely that Rockstar will try to go bigger than Saint Denis. That's just the nature of the business. So why Chicago?

John Marston mentioned that his father was blinded in a barfight south of Chicago, and it's mentioned in the prequel that Dutch saved John from Illinois homesteaders in 1885. The Van der Linde gang was clearly active in the area, and it's possible that we'll see them raising hell in a Chicago-inspired city.

Chicago was a major transportation hub between the American east and west, and German, Czech, Polish, Swedish, and Irish immigrants made up a significant portion of its population. After the Great Chicago Fire of 1871 destroyed a swathe of the city, Chicago was forced to rebuild. Fourteen years later, it became the home of the world's very first skyscraper.

It was the site of labor clashes, epidemics, and a World's Fair. Wouldn't that make for an interesting locale?
