In order to get an idea of how to construct a European-inspired location, RE4's devs were sent to Spain on a research trip. On top of those experiences, they also used the photography of others... perhaps a little too liberally.

Judy A. Juracek filed a lawsuit with Capcom in 2021 regarding unlicensed usage of her work. She published a book and CD-ROM called Surfaces that was to serve as inspiration for architectural design and artists. Juracek claimed that Capcom had used her photography without permission in several of their games, including RE4. One of these was an image of stained glass which wound up in the game's iconic logo.

The matter appears to have been settled out of court as of 2022.
