Though it's quite possible we should be filing this particular rumour under the "definitely isn't going to happen" category, owing to the fact the same source claimed a reveal for Superman would happen at E3, plans change all the time. There's also the fact that, irrespective of your thoughts on multiplayer, a co-op style Justice League game makes plenty of sense.

Logistically speaking, yes, making the leap from Batman to the entire Justice League is pretty huge. That said, it's not as though Rocksteady don't have it in their locker to make such a title work, and with Warner Bros. obviously aware of the advancing development of Square Enix's Avengers Project, despite the fact they've been building their games universe for a while now, they're likely to want to compete on that front.

Justice League also presents an infinitely less controversial option than Suicide Squad, which, along with the fact the film's now two years old, presents a far less interesting dynamic than DC's premier superhero team. Justice League is also DC's biggest ensemble property, and though they didn't quite manage to make the magic work on the big-screen, in the comics and in video games, the group's reverence goes without saying.
