One of the reasons that the Arkham series worked is that the player felt like they'd been dropped into the middle of Gotham City as a Batman at the height of his career. Far from a generic city, this had a storied history shown in every corner.
Wayne Tower was prominent in the skyline of Gotham across the water from the very first game, while psychological evaluations of Batman's rogues' gallery had been taken from the offices and thrown around the asylum. As the world opened up in later games and we explored Gotham proper, we found businesses and hideouts with classic links to the rich history of the comics and shows. We could visit the Monarch Theatre, enter Crime Alley, or even visit Ace Chemicals which plays a role in some Joker origins.
With such attention to detail, it was obvious that the game had been made by fans for fans, and this encouraged players to explore every inch of the game world to see what else they might be able to find. With that attention to detail brought to the entire Justice League and their enemies, Rocksteady's Justice League will be a treat for fans.
