5. The Undertaker
If the plan was always for a legend to be featured on the cover of WWE 2K16, then going for The Undertaker might have been a wiser decision. Despite The Streak ending last year, WrestleMania 31 proved that he's still got it, and unlike Stone Cold, the Deadman at least competes in the squared circle...once a year? Talking of The Streak, that has of course already been a big part of a previous WWE game, so retreading old ground is probably something 2K wanted to avoid (especially after last year's instalment wasn't as radically different as most hoped for in terms of gameplay and content). However, it's important to note that The Undertaker has had plenty of great matches outside of WrestleMania, and a story mode following his career would have arguably been a lot more interesting that going back over Austin's already well documented exploits during the Attitude Era. The Undertaker has also been breaking kayfabe a lot as of late, and with an appearance on the Steve Austin podcast scheduled for the near future, that would have allowed him to step up and help promote this release. Already having an edition focused on him (despite not being the cover star then either) probably hurt his chances though.
