He might not have been happy last year when his rating was revealed to be lower than Triple H's, but there's nothing to really suggest that his unhappiness will have changed 2K's rating system at all. In fact, them changing him from the Savage-like legends rating of 90 would look too much like back-tracking, and might open the door to more wrestler's deciding their own ratings in future.

Agan, a 90 is probably about right for this game: Hart is not a current star, he's barely going to register with a good deal of the core demographic for it (sadly), and pushing him above the likes of Triple H, Reigns and Finn Balor wouldn't be right for business.

Still, it's nice to return to Hart's rant once more:

"I have some discrepancies with the game a little bit. I went to a thing last Fall when the latest 2K game was coming out. They were telling me how I’m an 85 or something like that and Triple H is a 98. I remember I was like, “Why would he be a 98?” And they go, “Well because he’s the boss and we have to suck up to the boss.” I dunno, he was laughing about it. It kind of pissed me off. I thought, I don’t care how many titles Triple H wins.
