It's never a bad thing to start a song off with a nice intro to get everything going. Most bands might like to just get right into the action from the moment the song starts, but having a great build is what makes people hooked in in the first place and makes them intrigued for how the rest of the song is going to play out. Been Caught Stealing may have already had a great energy behind it without the intro, but those dogs running through the beginning were actually stumbled upon completely by accident.
Right as Dave Navarro hits those chords to really get you into the track, you start to hear different dogs barking as the rest of the song begins. This was never really meant to be a part of the song at first, until one day the studio had some dogs listen to the playback of this song, with the rest of the band wondering how they were going to respond to it.
What you're hearing on the final mix is pretty much a recreation of what the dogs were doing that day, being a little bit surprised by the different sounds that were coming out of the speakers, along with the layers of distorted guitar cutting through the mix. It may have made for a cool effect at the time, but here's hoping that those good boys actually got paid for their trouble.
