In the official story of the attraction, the previously unseen Phantom doesn't make an appearance until after the death of Henry.

The truth is the Phantom is Henry Ravenswood. He came back to rid Melanie of her fiancé whom he never wanted her to marry. As the Phantom he was able to kill him by hanging him in the attic.

The true identity of the Phantom is revealed in the hallway that leads from the stretching room to the Doom Buggys. In the hallway we see numerous portraits flash and reveal themselves. In the portrait of Ravenswood we see that is reveals himself to be the Phantom.

The painting of the ship also becomes the Flying Dutchman from the Pirates of the Caribbean films. We see Ravenswood involved in a duel and a skeletal cowboy outside Big Thunder Mountain. We also see a portrait of Melanie on her wedding day.
